“I have a buzzing noise coming from the PSU while under load it gets louder but it’s still buzzing at idle. I haven’t noticed any performance issues. Is the buzzing normal ? Does the buzzing indicate a failing PSU ?”

Hello, What you are hearing is called "coil whine" and it happens when resonance between two components occures. It's not a sign of anything failing, but it is something warranty will replace.
