No, if the camera and power at all times do not need to hard wire.

Yes, you will still have to hardwire the unit to enable Parking Surveillance Mode since the dash cam requires an ACC connection to switch in and out of Parking Surveillance Mode and enable all its features. Providing the dash cam constant power without an ACC connection and grounding is not recommended, as it could drain your car battery and/or damage your dash cam. We hope this answers your question!
