No. Try using an OTA antenna for local channels. Otherwise you are stuck with satellite and whatever DVR they offer.

You have to get a cable card piece of hardware from the cable company to tune into their digital signal. Unfortunately, satellite services are not supported by any Tivo device. If all you have in your area is satellite, then you will not be able to use any Tivo devices in your home. I'm sorry, but good to know before you buy it.
