• It will work without paying the fee but you won’t have full functionality of all the features. I think you can pay $6.99 a month, $69 a year or a onetime fee of $249 that’s good for the life of the unit. For me it didn’t start working correctly until about 24 hours after the fee was processed.

• You can get the Tivo Romeo which does not require any fees whatsoever, one-time or monthly. Costs more but I'm very happy with mine.

• Yes, unless you purchase the All-In as TiVo calls it, which gives you a lifetime (product lifetime, not yours) of service. In the face of products like the Amazon Recast which has no service fees, I don't recommend this device.
