This is a good unit but I’m not sure this will work for you if you don’t have internet. You will need an internet connection to activate and configure the unit, then to download the program guide. A few years ago Channel Master offered a OTA DVR that downloaded the program guide from the digital broadcast signals and therefore you did not need aninternet connection ever. It was totally stand alone. I had one in a remote rural area and it worked OK, but the user interface and features were not nearly as good as TiVo. Then I finally got internet and switched to TiVo. The may still sell them. If you have cellular and a smartphone with a data plan perhaps you could set up mobile hotspot and manually connect to the program guide manually once a week or so. Good luck.
Sorry, there was a problem. Please try again later. You have to have an internet connection at least sometimes for a TiVo to work. It doesn’t need to be constant, like the guide data goes out 2 weeks, so if you connect it to an internet connection and let it update at least every maybe 10ish days that would probably work, but I does need that connection. Older models used to support updating guide data from a phone line, but that’s not supported anymore. I use mine with an antenna and it works well, though of course that depends on your location and reception.

It is specifically designed for use with a UHF/VHF antenna (which is the same antenna digital or pre-digital by the way). Works great! Then I added on Netflix and Hulu. The other TiVos will also work with an antenna, but look at the monthly cost of the TV guide (or the add-on cost for a "lifetime" subscription).

The recording quality should be good if your reception of local channels is good. I use an indoor antenna for local channels, Apple TV for streaming and the lowest cost package I could get on Fios. Note that you will need to combine with a Bolt 500GB or 1TB. The 3TB unit does not work with an antenna.
