“I have a 49" 49L420U. The power light goes on when I turn the TV off? It is not on when TV on? By the way, it appears that Toshiba does not even recognize this model as I cannot get it registered”

The red light in the lower right corner of this tv indicates that the tv is plugged in and ready to be turned on . This is called standby mode . When the tv is turned on the red light goes out indicating the tv is now in use and no longer in standby mode . When the tv is turned off the red light comes back on indicating it is back in standby mode .
