YES and YES. The thing about 4k TVS or 3D TVS, you need the whole system to b 4K or 3D in order to enjoy full 4k or 3D. If your cable provider doesn't support 4k, your TV can not display 4k. In simple words you need a 4k Dish receiver and PS4 supports 4K. If you have a DVD player it needs to support 4k. You cannot input a 480, 720 or 1080p signal and expect to get 4K resolution.
