“Someone in one of the reviews said the built in chromecast wasn't in 4k resolution. Is that true? It didn't make sense that a 4k tv would come with 1080p chromecast built in.”

The chromecast work with Internet connection if you're Internet it's slow then won't be 4k is like Netflix if you have a slow Internet your video will look bad. And if what you're seeing in the phone is not in 4k then you can't see it in 4k the TV reflect exactly what you have in the phone.
