I purchased this model at Best Buy a week ago, and have yet to see any exterior operating controls. So, my assumption/answer would be, no, it can not be turned on or off or operated without the remote, or the cable or satellite receiver remote paired to the tv.

If you have a cable service then yes there should be a menu in your cable box settings that will allow you to pair your remote to the tv for volume power and channel change with your cable provider remote. I just bought one and programmed my cable box remote to work with it.

Some functions like power on and volume control will work on a paired DVR remote, but many of the native TV functions and menus will not. Fortunately, I found an inexpensive (~$14) remote on Amazon that has all the same functions minus Alexia (which I don't use anyway), so i just bought that as a working backup.
