I called Toshiba support. I was told to call our cable company. Verizon FIOS told us that we would have to have the manufacturer fix it. Before doing so, I clicked on OPTIONS on our cable remote ... it gave me a place to turn it off, finally.

Sorry, there was a problem. Please try again later.The VoiceView feature speaks on-screen text out loud as you navigate menu options and settings on your Fire TV Edition TV. To turn VoiceView ON or OFF, hold down at the same time the Back and Menu buttons on the remote for two seconds. You'll hear "VoiceView Ready" when the feature is ready to use.
