“Hi, My router is in 2nd floor where I plan to connect one adapter while the second adapter I plan to connect to the basement. My basement has it's own circuit panel while the 2nd floor is another panel. Will this work for my requirement?”

No - both adapters must be on the same main circuit/panel. If the outlets are separated by a separate circuit panel or a sub-panel, the adapters will not be able to communicate.
