• No. This is a wireless router which gives Wi-Fi for your place. You can buy your own cable modem to replace the rental cable modem that you rent from the internet provider. Look into a Netgear or Arris Surfboard cable modem.

• No , but you can buy modems for about what you pay for your rental in 6 months. I use a surfboard modem myself. I think I've had it at least 5 years .
