Yes, the bulb does need power at all times. I discovered this when the regular light switch was flipped off, and the bulb would not longer respond to the app until the switch was flipped back on. As for your second, no, it doesn't need reprogrammed after power loss, I've switched the bulb from on room to another without issue. Once it's in your app, it's there.
