The TP-Link cameras work through the internet. So to answer the for the firs part of your question, it should not make a difference what WiFi network you connect through. You will connect the TP-Link Camera through the same WiFi Network as your phone and computer are connected through. Normally, WiFi a connection does not have a data limit. The TP-Link camera uses WiFi data but I do not know what that data usage is. The way the the TP-Link Camera works is you download the TP-Link Application to your phone. You then plug in the TP-Link camera it should appear in your settings under WiFi, click on the device to connect to the TP-Link to your WiFi. Go to the Application, The TP-Link camera should now show up in the application, click on the device. The app will mow ask you to name the device, You are now connected. As for recording, that requires a monthly fee if you want to sore the video recordings. I use my 4 cameras only as a notification to what is happening in the and around the house. I do not want to store video. I bought the TP-Link Cameras to keep an eye on mom if she fell so I am able to get help for her. The TP-Link cameras notify me through my phone when there is movement. I also use the Alexa devices in the bathroom so that she can call rescue, since the cameras are set up only in the main areas. These cameras ore indoor use so I have one set up to also look it the driveway. In your case where you are using the WiFi through your phone, I am not sure what device you have to keep your WiFi working in your home when you are not at home and neither is your phone.
