• Yes. I have a Windows 10 laptop plugged into this device and it works fine.

• Yes, our Powerline kits utilize IEEE networking standards and do not require OS compatibility. However, if you are referring to the optional, accompanying tpPLC Utility software does work with Windows 10. Regards, TP-Link Support
