Yes, they are all controllable via the Tapo app or may also be controlled through a smart home ecosystem (e.g., Alexa, Google, Apple Home). In the Tapo app, you will be able to see each device and control it, even allowing setup of automated actions, like scheduling on/off. When setting up the devices, they are connected to your home wireless network, which is then how the Tapo app (or other smart home device) interacts with the Tapo plug.

For example, if the smartphone is on the same Wi-Fi as the plugs, communication can happen over Wi-Fi. However, if your smartphone is away from your home network, but connected to the Internet via cellular data, it will communicate with the Tapo plug(s) over the Internet, via your phone's data connection.
