• Yes, you can connect it to your Actiontec gateway via Ethernet and use it as your primary router, or as a WiFi access point by using its WiFi Access Point Mode feature. Regards, TP-Link Support

• It should work with just about any modem. Connect the WAN port of the Router into a LAN port on the Actiontec 3000a modem. It would probably be a good idea to turn off the Wifi on the Actiontec
