Tracfone customer service can give you the most up-to-date answer but in my personal experience you need a Tracfone sim card and a service plan. You can use the Tracfone app to set your device up but if that does not work customer service can assist you. Both the app and customer service will ask you if you'd like a new phone number or to use a pre-existing one.
