“does this phone need to be activated (to use with wifi)? trying to currently use with wifi only at this point. it is demanding my credit card. i dont want to give it credit card number. how do i skip this step?”

No, you do not need to activate the phone to connect to wifi and download apps (you do need your Google account though)!
