“What is the exact distance between the surface of the bottom shelf to the underside of the top shelf without using the middle shelf? I'm attempting to put a computer tower under top shelf and is exactly 17.8" tall but would need an additional 1" to clear.”

From the bottom of the top shelf to the top of the bottom shelf it is approximately 17" no you will not be able to fit anything above 17" in that space

If it's a Mini tower it can happen but if it's a normal computer tower absolutely not
