“Every time I charge my Pocket Juice (8000 mah) the blue indicator does not turn off and doesn’t flash red. If the blue indicator is still “on” should I keep charging it? Or no?”

It seems you have the same one I have. If it is powered low, the blue bars will start to go up as it reaches the highest level. On mine, once "filled" all four blue bars are on (not blinking). I have not had an issue if I keep it plugged in (like once I go to bed and it's full by morning).
