• Yes you could you don’t have to set up cellular part. I would put SIM card in so not lost then when ready activate it.

• Yes you can you can do everything on this iPhone but make calls and send txt. You can even connect it to wi-fi and get o the internet through safari. As long as you don’t add minutes from Verizon she won’t be able to make calls and send txts messages.
