• Yes it can be used just as a wifi device and for iTunes and any apps. Just remember you won't have any data coverage, outside any wi-fi areas.

• Depends on the service. I have Verizon, and it all comes together. I pay $44.10 with 3gb of data, the service comes with unlimited text and talk.
