Yes, They are stored on the phone. You do not have to use the cloud and you can easily disable the use of the cloud which is set as default. You can also add up to 1TB of additional space by adding another card.

There is a 132 page user manual available online from samsung. I purchased this for my 89 year old mother just so she could see photos that we send to her of her great grandchild. I don’t know if she’s saved photos yet. She’s still learning how to use the phone correctly. Her old phone was a 3g flip phone so this is a huge leap for her. This phone is the only android in our family so we are all having difficulty with it as it’s very different from Apple. I hope this helps you
