I had to do this once, using the HDMI for display and the USB-C for power, using a 20 W power adapter. That’s what I had for the USB-C cable, so I don’t know about lower wattages.

If your laptop cannot output sufficient power, you can also try connecting to a wall adapter or another device which can provide the required power.
