Can you use both Bluetooth headphones and an optical soundbar with tv at the same time? Maybe: if your TV has a setting for "Multiple Audio Output" or somesuch, but not all do. For sure: using Optical Splitter for 2 audio feeds, one to Soundbar, and one to a Bluetooth Transmitter. Lip Sync might be a problem.

So you would use a cellphone or other source as the bluetooth input for the soundbar. The optical cable coming from the TV to the soundbar would be another source or input. You can choose one soundbar input at a time. The hearing aids would be expecting a bluetooth input I think. You would likely have to have the ability to link the TV's bluetooth output, which it probably doesn't have, to the hearing aids to get sound to the hearing aids. I don't think that the soundbar can output bluethooth, just receive it.
