We have the Apple TV 4K, and as long as you go into the Apple TV and your TV and allow your systems to talk to each other, then you totally can turn up the volume with the apple TV remote. The ability to turn on that tech (called HDMI-CEC) to talk to each other differs for each TV, but you can find out how to turn it on for the Apple TV here: https://support.apple.com/en-us/HT205225. i don’t think so because the Apple TV doesn’t have sound buttons, at least mine doesn’t. You can program the TV remote to do the sound bar volume so you only need one remote for that.
