“I have 2 TV's that have headphone jacks that do not work with my receiver. Does that mean there's a problem with my receiver, or is it that headphone outputs aren't strong enough...and, I need a tv with the red7white audio out plugs?”

The headphone outputs won't respond to that output . You need proper connection cords.
