In regard to your first question, I'm not sure, but I would think that whether or not the audio will be synced would depend on your TV model. In regard to your 2nd question: No, Dolby Atmos content CANNOT be delivered through optical connections because optical cables are only capable of transmitting 5.1 channels of audio.
