You decide how it will be billed when you set up the TV. Once you turn on the tv, you will see a menu that allows you to connect it to wifi. If you select your phone, anything you stream will increase you data usage on your phone's plan. If you connect the TV to you home wifi, it will stream everything through that router and increase the data usage on that plan. If your plans are like most,,you'll want to use your home wifi because most of those have unlimited data - so streaming a movie will cost you nothing besides whatever you are already paying for Netflix. .
