A:Answer I had to have the parent monitor "on" to link them.
They also have to be in range. In my small house, the "parent" monitor is a floor below and diagonal across the house from the "upstairs" monitor. There is also a metal beam running thru the house between floors, but they link up.
You could put the monitor and "parent" close to each other to test them. That is what we did, and maybe that helped them "find" each other later on.
