“Does this work with non touch screen laptops. I’m looking for something I can pair with my work laptop and write notes on pdf documents using a Stylus and desk pad or such. If not, is there something you can recommend that does this?”

This stylus will work with the wacom slate digitizer, which you can use with most laptops. There may be other slate's or digitizer pads that you can use as well..check wacom's website to see their compatible device list.
