If you're asking whether it uses an AC plug/batteries, then no, just the USB cable. However, the USB cable needs to be connected to a device powerful enough to spin the fan. I tried connecting it to my phone with a dongle (it works on flashdrives), but my phone wasn't powerful enough to spin the fan so it couldn't connect. Other average devices (ie. laptops) will power it just fine.

I have a 2017 Macbook Pro, which comes only with USB-C ports, so I use a HyperDrive USB-C adapter hub that includes regular USB ports. I connected the external hard drive to the HyperDrive hub and the hub to the computer, and I could hear the hard drive trying to start up but not getting enough power to do so.
