“Looking to replace a failed Seagate 500 GB 2.5" SATA HDD in a Dell Inspiron 1500 laptop. Will this work? Do I need to do any special configuration to load Windows 10?”

Fits correctly. If the laptop had W10 on it, reload from dvd or usb, it'll automatically activate.

Yes this will work. You will load Windows on it same as you did on the Seagate. Clean install.
