I believe the answer is no. I'm not 100% sure but when I originally hooked it up to a power strip. My Xbox one wasn't recognizing it and that's when I noticed that I had accidently switched off the power strip. The internals run at a faster speed than a passport style external hardrive therefore it needs the power to tun it and that just can't be achieved with just the USB.
