Yes You Can. You will Need to make sure you point your installation to this Hard Drive. As long as the Hard Drive is Plugged in you will be able to play your games.

I can not be 100% but you should be able to store them on your portable drive, as long as it is plugged in when you are gaming and online for updates. Your OS will just need to know where the game folders are of course. The one problem I see possible is that everything on your portable has to go through that USB port before it can get to your OS and processor. That can slow down things a bit and might not be good for Steam. Again I can be 100% because I don't play online. Being an IT I do know you will have a bit of a bottleneck even with USB 3.0. I would install your games on your internal. I hope this helps.
