Technically yes. It does create it’s own WiFi network minus the internet. If you will be using your phone as a hot spot, then yes you can connect the wireless pro to your hotspot then accessing the internet via the wireless pro from your iPads. As for streaming movies from your wireless pro, yes it can do it. Whether efficiently, maybe not. Lots of variables that can cause it to under perform. But basically to answer your questions, yes it can.
