It amplifies the signal ; so you do need a signal . Even a really weak one will be amplified. I drive through the mountains and have been into a mountain tunnel 1 mile deep on both sides. It held the signal all the way through and too the other side. (In the past I would loose the signal 1/10th of a mile into the same tunnel in the past. - this was in Va and I've tested it over 10X going each way through that and 3 other tunnels with great success)
