• It will boost the cellular signal on all phones and cellular devices, so yes it would benefit a Hot Spot that runs offs a cellular network.

• I don't know of a reason. It's just a cell phone signal booster with an external antenna. Because of the size of my building I use a couple of Orbi's for the wi-fi and just use the weBoost for strengthening the cell signal indoors.
