“Are these two switches identical to each other? I want to use each of these smart switches paired with a non-smart switch on two different circuits (different rooms). Will that work or does each switch in the pair has to be paired to the other?”

You can use them exactly how you want to. That is how i have mine set up. 2 different circuits with non smart switches. My non smarts are also dimmable and that worked also.
