“whatever is plugged into this switch , if the wemo switch is turned off does the device plugged into it still consume electricity? (principle of devices being plugged into outlets and device is off but device is still consuming electricity)”

Yes, it will still use some power since it has to be "awake" enough to connect to your home network at all times. I suspect it is very minimal, but I don't have a way to measure

In the event she does not remember if she turned the iron off, she just checks the app on her phone to see. If she in fact forgot to turn the curling iron off, she can do so from her phone.
