“We live in a smaller apartment that has boiler heat and it is always hot. Even if the unit would be vented outside could I use this air conditioner in the cooler months too? Is there a certain temperature that would be too cold for the unit to work?”

I mean yeah your question is two years old but I pretty much do the same thing my other half likes to keep it 78 degrees in the house into winter time I use mine in my office to keep it cooler I prefer it around 70 degrees.
