The 4GHZ Ram is the minimum laptop recommended by computer repairmen because college students don't just work on projects and type up papers and essays. They watch Netflix and Hulu too!

My sister is very familiar with them, so I had her set it up. She said the experience was the most frustrating laptop setup she has performed to date.

I wonder how long you've had this laptop and if Windows Update has possibly been busy downloading & installing updates. That's typically the case with brand new systems, and if so it will tax initial performance until the updating process is completed.
Of course, the perceived speed & responsiveness of any PC will depend somewhat on the number of programs and processes currently running on the unit at any point in time, and their respective demands on various components, subsystems, and networking resources. Rebooting Windows and then checking performance after loading each individual app is one way to determine when the resource load begins to impact performance, and which apps most impact performance.
If the above points don't resolve your concerns about performance, I recommend doing a Windows Reset to restore Windows to its original configuration. That would eliminate any symptom caused by software updates and configuration changes. The Toshiba Forums community knowledge base article at forums.toshiba.com/t5/System-Recovery-and-Recovery/Video-How-To-Understanding-System-Restore-and-Recovery-options/ta-p/342690 has more details about the process.
The low volume could be due to a driver or configuration issue. You can update or reinstall your Audio driver with the software available at support.toshiba.com/support/modelHome?freeText=1200009390 by clicking the "Drivers and Updates" tab and selecting "Windows 8.1" (or "Windows 10" if you've upgraded) and "Sound".
