A: You could run it from the wall with a usb wall charger such as for a smartphone. They are quite cheap these days. It requires usb to run, but that usb does not need to be from the computer.
Q: Can this be used on your lap, or must it be used with a table?
A: I use it on the table, I've never tried using on my lap. you could give it a try, but I think it might hamper the air circulation underneath.
Q: is this fit on my msi gs65 stealth 17.3 inch?
A: Yes I also used velco to hold laptop to cooler.That way it won't slide around.
Q: How many USB ports does this cooler have?
A: It has 2 usb ports on the back. The cool thing is that it is a pass through for your laptop. Therefore, it's just like plugging a usb device directly into your computer usb port.
A: It does run off a USB only. After further checking it does NOT take batteries
Q: Is this too small for a 17.3" laptop?
A: Yes it fits great also use it for my 13 inch but mostly I use it with my 17inch
A: This does not use batteries. It uses a USB cable, which connects the stand to your laptop. The stand comes with the USB cable. The stand also has 2 USB ports, one is used to power the stand while the other can be used to charge your phone/devices. I’ve attached a picture

A: Yes it should. I have a similarly sized laptop and it fits perfectly with about a finger width of room on either side.
