A: OP update: by saying "agent" on every prompt to the call center, I was able to get through to a customer service rep. Apparently there is no way to "fully" power it down except to unplug it. So if you're traveling for a period of time, you'll want to do that. In settings I did switch off the small LED light that is on when in standby mode. The screen is completely dark, so I'm thinking it will be a minimal power drain when in standby. I'd still prefer a full shutdown: Hisense engineers, let's strive for that in a software update.
