A: This will not run 115, this is for 220V.
Q: Is the heater function a heat pump or resistance coils?
A: While I cannot give you a 100% certified accurate answer, just know that for this price you can be pretty sure it is resistance heating. All of the window units that I have seen in this price range use this method of heating. Pricier units may have a heat pump.
