A: Yes, you can connect it to WiFi without it being activated at ATT. I just bought this phone for my 9 year old. The phone is able to download Ames and use them while on WiFi. This is true as of 23 Nov ‘17.
Q: I like this cell but At&t service does not work in my area. Should I consider another network.

A: No. It is Att branded. After some time in use on Att Network Att may allow unlocking but it's up to them. Check unlock policy regards this phone
