A: Haha! The other should be more! It has a GTX 1050 ti, instead of a standard GTX 1050! These oddities usually don't have reasonable explanations, I'm afraid.
A: The system is built entirely with aftermarket components. Even the case is actually a re-branded Aerocool. Said case is Micro-ATX, so you'll be limited to M-ATX and μ-ITX boards. Switch cases for ATX and E-ATX boards. The ASRock μ-ITX board in the one we bought has a 1x PCI-E slot along the usual 16x PCI-E slot usually found on μ-ITX boards. A nice advantage for an otherwise budget board. Even ASUS and Gigabyte's flagship μ-ITX boards don't have that.
