Q: Can the screen be rotated into portrait?

A: Yes, it can be rotated into portrait

Q: Are there speakers on this monitor?,and if not is there a way to hook up speakers for sound?

A: Monitor has no speakers, for sound you need to hook up speakers from the desktop or laptop. You could go with a basic powered desktop speaker setup, or go crazy with a full on studio monitor set up.

Q: Will this work with an i5-2310 64 bit Windows7 system?

A: If the system can accept a monitor, the monitor will work.

Q: for the same monitor size (24) and technology (IPS), why does this monitor cost $500 when there are other Dells that cost $150? What do the extra dollars buy?

A: This monitor is 4K--that is, it displays 3840 pixels × 2160 lines or 8.3 megapixels. If you don't "need" that resolution then your run-of-the-mill HD monitor, which is 1,920 x 1080 or about 2.1 megapixels, will suffice. The $150 you're referring to--at least as of today's date of 11/29/17--is likely a "budget" HD monitor with very few bells and whistles. It's also worth noting that this Dell 2415Q monitor is an IPS panel with a wide color gamut that's important for discerning photographers, professional and otherwise. This, like many things in life, is an example of you get what you pay for. Ultimately, you'll have to decide what's important to you and your computing needs.
