A: Because Best Buy needs to actually release on product release date, which they never do.

A: Pre-Orders for Amiibo are not announced by Best Buy or Nintendo. It's best to watch the site and keep your eyes on it at 9pm at 12am PST daily as those are the best chances. Pre-orders are not a guaranteed thing though.
